The City of Richmond Recreation Department is currently looking for someone who is organized, self-motivated, and a strong problem solver to fill the role of Recreation Program Specialist.

Under supervision, leads and teaches recreation and sports programs in a specialized area (e.g.; drama, modern dance, folk dance, social dance, puppetry, major sports, tennis, archery, afterschool summer camps, and special interest groups); and does related work as required. This position is responsible for planning, organizing, scheduling, and giving direct leadership to programs in a specialized phase of recreation. 

This position works with children. Per Public Resources Code Section 5164, employees in this position will be fingerprinted and their records checked with the Department of Justice.

Class Characteristics
The Recreation Program Specialist is distinguished from the Recreation Program Leader for its responsibility for planning, organizing, scheduling and giving direct leadership to classes in a specialized phase of the recreation program. This classification is further distinguished from Recreation Program Leader as the latter is responsible for a broader range of recreation activities and services.

Position Description and Duties

  • Assists in planning, organizing and scheduling and gives direct leadership to programs in a specialized phase of recreation, such as athletics, aquatics, drama, puppetry and storytelling, music, dance, afterschool summer camps, senior citizen programs, and the like.

  • Assists general recreation staff in the conduct of the activities compromising the specialty.

  • Develops and maintains necessary specialized facilities and materials.

  • Coordinates the specialized activity program with other recreation programs.

  • Maintains group and individual discipline.

  • Plans a logical sequence of activities to fit the abilities and interests of participants.

  • Keeps records of attendance and participation; promotes participation.

  • Tows and operates Mobile Tool Library, including providing check-out, return, and registration services.

  • Drafts digital and physical marketing materials and distributes approved materials online, at community meetings and events, and to other physical locations as assigned.

  • Updates records, compiles data, and drafts reports related to Mobile Tool Library activities and projects for supervisory review.

  • Provides input in updating specialized policies, procedures, and systems.

Minimum Qualifications

Knowledge of: basic principles and purposes of recreational activity; methods, equipment and terminology in the particular recreation specialty.
 
Ability to: develop interest and encourage participants; establish and maintain effective relationships with participants; establish and maintain effective working relationships with other employees.
 
Education/Experience
Any combination of training and experience equivalent to completion of two (2) years of college with specialized training in a particular field of recreation activity, and one (1) year of experience as an instructor or leader in the recreation specialty to which assigned.
 
License/Certification
Possession of or ability to obtain, prior to employment, a Class C California driver's license and a good driving record. This classification may be required to transport program participants via City vehicle and must possess a California Driver’s license and proof of a good driving required to fulfill this job duty. 

Current First Aid and CPR for Public Safety Personnel in accordance with Title 22 of the California Code of Regulations by date of hire. Candidates should include copies of these certificates with their application.

Selection Process:  All completed applications will be evaluated based on the minimum qualifications.  The applications for candidates who meet the minimum qualifications will be submitted to the Community Services Department for further consideration. The better qualified candidates may be invited to continue in the selection process, which will include an interview.  Applications will remain on file for six (6) months.

Fingerprinting and Tuberculosis Testing:  Successful testing is required as a condition of employment.

BENEFITS
(Permanent Part-Time Employees)

Fringe benefits are similar for most employees. However, benefits may differ depending on the employee representation unit to which the employee's job classification is assigned. Information about the exact benefits applicable to a particular job classification may be obtained from the City of Richmond's Human Resources Management Department.

Working Conditions: Permanent part-time employees generally work between 20 – 30 hours per week.

Holidays: Most employees receive 12 paid holidays. In addition, employees receive 1 floating holiday. All permanent part-time employees shall receive holiday pay only if the holiday falls on their regularly scheduled work day.

Medical: City participates in California Public Employees' Retirement System (CalPERS) Medical Plans. Coverage is available for employees and dependents. New employees will be required to pay 1.45% of payroll for mandatory Medicare coverage, with matched contribution by City. City pays full medical for employees working 25 hours or more per week.

Vision Plans: Employees receive a City-paid plan for employees and dependents if employee works 20 hours or more per week.

Sick Leave: Employees accrue 1 day of paid sick leave per month. There is no limit on number of days an employee can accumulate.

Permanent part-time employees shall be granted pro-rated vacation and sick leave based upon the number of hours worked.

Vacation: Most employees accrue annual vacation as follows:

10 days – first 3 years of service
15 days – 4 to 14 years of service
20 days – 15 to 22 years of service
25 days – 23 to 29 years of service
30 days – 30+ years of service

Retirement: The City of Richmond contracts for pension benefits with CalPERS.  Eligible employees will receive those pension benefits that correspond with their membership status as determined by CalPERS. Employees are required to pay the full amount of the member contribution for CalPERS benefits.

Agency Shop Requirement: Some job classifications are required to join a union or pay an equal service fee.

Selected positions may require Department of Justice clearance and Tuberculosis testing.
